Hierotheus was elected patriarch of Jerusalem with the sponsorship of Imperial Russia. In Patr, Hierotheus' time, the patriarch of Constantinople was under pressure from the Bulgarians, supported by Russia, to allow the Bulgarian speaking Orthodox the independence of having Bulgarian speaking clergy and the use of Slavonic in their services.
