Image and Artcle Categories

What do you think we should do about image and article categories -- should they be merged, so that articles are listed on top and all images underneath, or should they simply be cross referenced, e.g. Category:Japanese Orthodox Images would have a "See also" Category:Orthodoxy in Japan?
