Gerasimos of Heraclia obtains a Firman (decree) from Ottoman officials, regulating and subordinating the election of the Patriarch of Constantinople to the five Metropolitans of Heraclia, Kyzikos, Nicomedia, Nicaea, and Chalcedon, creating the so-called System of the Elders (Γεροντισμος), established gradually, in place until the late 19th century.
