There is no diocese of Ramen --- given that this is a noodle, I thought this name for the diocese was unlikely. The english version of the website says there are three dioceses in Tokyo, Kyoto and Sendai. Also, Sendai is the seat of the diocese of Eastern Japan. Following is the source:

Bishop of Kyoto

The website of Church of Japan suggested the see in Kyoto has been vacant for many years[1]. After Bp. Sergey, described as "first appointed nominally to Bishop of Kyoto, there is no mention to its bishops but a list of priest appointed to Kyoto is provided.
