As long as feedback is being sought, here is my thoughts on the matter:  I think it would be a shame to make even the smallest one completely inaccessible, and I don't know what you had in mind for archiving them, but to break all the current links wouldn't be my choice either.  However, could ones that have very few pages or very little activity maybe be "locked down" as inactive until the time that there's sufficient interest to maybe unlock it again.  I don't know if the user accounts have to be created for each language separately, but if all accounts get created through the English version, I could see how this *could* invite spammers to, say, create an account on the English wiki, and then trash one in another language.    Secondly, I guess I would also suggest that "sufficient interest" to start/resurrect a language wiki would maybe start with at least 3-5 people, because in my two decades on the internet now, I only know of a couple of websites that are truly comprehensive on their subjects and been consistently maintained and updated through the long haul (10+ years) by one person. My two cents about inactive language wikis
